1813 Job Description Under direction performs work of considerable difficulty involving technical property assessment appraisal work. This position requires extensive knowledge of the principles and processes of appraising all types of real estate, all phases of the real property tax assessment system, the workings of the Countys mass appraisal programs and the functions of all eighteen township assessors offices. This is a highly responsible position requiring sound judgment in assuring that all duties are within general guidelines set by the Chief County Assessment Officer and the Chief Appraiser in accordance with Illinois state statue. Prepares the analysis and defense of the valuation cases associated with the Property Tax Appeal Board; this includes the defense of the valuations approved by the Lake County Board of Review. Performs appraisals and in-depth analysis on residential, commercial and industrial properties. Works with employees of eighteen township assessors offices, as well as taxpayers concerning valuation issues. Generates and distributes reports to township offices and Chief County Assessment office, expediting the accurate completion of the assessment process. Performs modified cost calculations utilizing a computerized mass appraisal system (CAMA). Confers with individual taxpayers, corporations and attorneys and/or agents to discuss and explain appraisals being performed. Testifies on behalf of the County at assessment appeal hearings before the State Property Tax Appeal Board and prepares appraisals to be used by the Board. Is responsible for organizing workload to facilitate timely completion of such. While performing the duties of this position, the employee is occasionally exposed to outdoor weather conditions including exposure to wet and/or humid conditions; extreme cold and extreme heat. Required Skills To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
