JOB SUMMARY Responsible for supporting the Regional Facilities Manager with administrative duties including preparing work orders, maintaining property files, insurance tracking, and processing accounts payable/receivable. Assists with tenant and vendor customer service. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following: Answers, screens and directs incoming calls. Assists with tenant and vendor customer service. Opens and distributes incoming U.S. mail and interoffice mail. Distributes faxes to the appropriate individuals. Assists Regional Facilities Manager with property budget process including obtain bids and related pricing. Conducts weekly walkthroughs with vendors and building engineers to compile a list of maintenance items. Coordinates vendor maintenance issues. Follows up on the status of vendor jobs. Coordinates new tenant items such as installation of tenant signage and delivery of new tenant gift baskets. Coordinates quarterly tenant events such as tenant appreciation day. Assists with publishing quarterly tenant newsletter. Tracks certificates of insurance for tenants and vendors. When necessary, prepares correspondence for any insurance issues. Creates letters to tenants requesting past due rent amounts. Telephones tenants to request past due rent balances. Assists in the preparation of common area maintenance (CAM) dues and prepares related tenant correspondence. Administers accounts payable and accounts receivable. Codes invoices for payment, inputs into accounting system and forwards original invoices to accounting for payment. Other duties may be assigned. SUPERVISORY RESPONSIBILITIES Coordinates and assigns tasks to co-workers within a work unit and/or project. Coordinates the work to be completed but is not responsible for formal supervision of employees.

1813 Job Description Under direction performs work of considerable difficulty involving technical property assessment appraisal work. This position requires extensive knowledge of the principles and processes of appraising all types of real estate, all phases of the real property tax assessment system, the workings of the Countys mass appraisal programs and the functions of all eighteen township assessors offices. This is a highly responsible position requiring sound judgment in assuring that all duties are within general guidelines set by the Chief County Assessment Officer and the Chief Appraiser in accordance with Illinois state statue. Prepares the analysis and defense of the valuation cases associated with the Property Tax Appeal Board; this includes the defense of the valuations approved by the Lake County Board of Review. Performs appraisals and in-depth analysis on residential, commercial and industrial properties. Works with employees of eighteen township assessors offices, as well as taxpayers concerning valuation issues. Generates and distributes reports to township offices and Chief County Assessment office, expediting the accurate completion of the assessment process. Performs modified cost calculations utilizing a computerized mass appraisal system (CAMA). Confers with individual taxpayers, corporations and attorneys and/or agents to discuss and explain appraisals being performed. Testifies on behalf of the County at assessment appeal hearings before the State Property Tax Appeal Board and prepares appraisals to be used by the Board. Is responsible for organizing workload to facilitate timely completion of such. While performing the duties of this position, the employee is occasionally exposed to outdoor weather conditions including exposure to wet and/or humid conditions; extreme cold and extreme heat. Required Skills To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Considerable knowledge of the principles, practices and methods of appraising real property in Illinois. Considerable knowledge of building construction practices and of building and land values. Considerable knowledge of sales ratio analysis. Considerable knowledge of the laws, regulations, procedures and court decisions applicable to Illinois property appraisal. Considerable knowledge of the policies, procedures and work methods in the Chief County AssessmentOffice, and township. Ability to work quickly and efficiently under deadline pressure. Ability to multi task and negotiate large volume. Ability to conduct inspections of property. Considerable knowledge of geographic locations throughout Lake County and willingness to travel to assessors offices regularly. Good knowledge of County processes related to the management of a County Assessors Office. Ability to prepare concise, factual reports and present testimony at public hearings. Ability to speak effectively before groups of customers or employees. Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Ability to fully understand a variety of software tools. Ability to operate a motor vehicle. Ability to read and interpret documents such as software and procedure manuals. Ability to write routine reports and correspondence. Ability to train a variety of people. Required Experience Completion of a bachelor's degree in real estate or a related field (finance, statistics, GIS), with course work in property appraisal. Work experiences may be substituted in order to meet educational requirements. Experience in use of spreadsheet software, statistical tools, Microsoft Access or Crystal Reports and appraisal software. Possess the ability to obtain a Certified General Appraiser license in the State of Illinois and Certified Illinois Assessing Officer designation from the Illinois Property Assessment Institute.
